Is the HDR actually this bad? Or is something wrong with my setup?

Question

I've been searching around and I've read about the mods, I've found a few people complaining about the hdr experience... but I just can't shake the feeling that even as much as there are complaints, this isn't actually normal for this game. I have a QD-OLED monitor, I've calibrated everything in windows the best that I can, I'm running at 10 bit color, and this is the steam version of the game on pc (The windows "Auto HDR" popup does appear on game launch). Any time I go anywhere remotely dim in the game, my screen lights up a medium gray color, and the contrast goes super low. Even with my flashlight on, the things illuminated by it are still super gray and lacking contrast. There seems to be overall a lack of contrast and colors are gray and muted everywhere, but specifically in dim places

So my question to everyone is, does the game actually look like this for everyone else? These pictures accurately represent what I see. And again, I do know about the mods, but I feel like I'm starting from a place that isn't actually correct... If I have some other issue here, I'd rather know about it and try to fix it before I went down any path involving mods to fix the image quality.

In case anyone is curious, I do not have such issues with other games. Cyberpunk, BG3, Warzone, heck even fallout: new vegas. Nothing else looks like this. So it is a game specific thing.
