Is there really a reason for devs to focus the new games vram usage to 8++ from now on?

Question

I know that 8gb vram is now the bare minimum, but reading lots of posts here something came to my mind, we have AMAZING games like: RDRD2, The Tomb Raider series, God Of War, Horizon Zero Dawn, the Assassins Creed series and etc, that are amazingly beautiful while barely reaching the 8gb vram point, so i ask myself, will devs keep releasing games that will requirem 8gb vram for the MINIMUM specs only because now they can? Because for now it is ''fine'' they fixed lots of things on Cyberpunk, Hogwarts Legacy, A plague tale is also perfectly smooth on 8gb (without rt on), but now with the U5 idk if they will keep trying to do things like The Last of Us, where they get some god damn heavy textures that were supposed to look better, but in the end they look like a ps2 game on the end of things,
