Sync options - I am at a loss

Alright, first things first I am going to outline my situation, as this is where it gets hairy.

I work for a city, so our computers at work are limited in terms of connections allowed.

You guessed it - Obsidian Sync dies.

I have access to dropbox via WEB interface, git might be possible.

Devices used:

- Home PC
- Work Laptop
- iPad
- iPhone

any idea on a workable sync?

I am ready to sync files manually, but dropbox does not work with the iXXX family.
