Transition Inquiry

Asking for a friend:

He's currently employed in Company A but on a floating status due to being laid off. Planning to consume all his remaining PTOs which will end by November 30th. Already got an offer from Company B and start date on Oct 16. Will this cause an issue with his transition to company B if he is only rendering terminal leave for company A?
