Contractor Laws

I’m trying to figure out if I’m legal to do the services I want to do. I’m a welder fabricator by trade and I want to build gates, portable horse shelters, ranch entryways and agricultural fence.

The contractors board does not want to answer my questions over the phone and says I need to fill out paper work and wait almost 2 weeks for a simple yes or no answer that should take no longer than 30mins to read in the law books.

If anyone in this sub has ideas on where to go, who to talk to or if you have any knowledge yourself any help is appreciated, thank you!
