Villager recruitment question

So I just asked June to move in. Giving me a full island.(Switch #1)

I have 2 other islands from family. I would like to get Pudge from switch #2 and Octavian from switch #3.

I know they pick random villagers to kick out. But if they decide to move out on their islands;

• Can they still ask to move in even if my island is full?
• Can I turn off my switch when they recommend a villager I want to keep to retrry who they kick out even if I'm on someone's island ?
