The Scopuli and the destruction of the Cant

There is something I don't understand about the destruction of the Cant, I apologize if this has already been asked or is explained in the boks which I haven't read.

The plan of Protogen was to destroy the Cant leaving some survivors behind, after baiting them with a fake beacon.

The beacon was Mars tech, which was supposed to make the people who answered it and witnessed the destruction of their ship by a stealth ship absolutely sure that Mars was behind the attack.

But without the Scopuli, Protogen wouldn't have had a ship to plant the beacon on, and they didn't know the Scopuli would have been there.

So, was the beacon supposed to simulate a whole ship on its own? Or was the Anubis planning on ambushing some other ship to use? What was the plan?
