Help With Pattern's Stitch Count

I've been crocheting for a little over a year so for context I have some experience though not a ton.

I'm trying to make this On Track Triangle Wrap from Two Wands, but there's a section very early on that I just can't make work.

Rows 3-9: Ch 3, hdc 1 in ch-1 sp, hdc in each st to middle ch-2 sp, (hdc 1, ch 2, hdc 1) in ch-2 sp, hdc in each st to last ch-1 sp, (hdc 1, ch 1, hdc 1) in ch-1 sp. (36 hdc, 2 ch-1 sp, 1 ch-2 sp)

As far as I can tell this an increase of 2 stitches per row. Row 2 only has 8 stitches, so by the time you get to Row 9 you only have 22 stitches, yet the pattern says you should have 36.

Am I doing something wrong or is there some issue with the pattern?
