Task Manager won't open, PC won't shutdown/reset properly Windows 11

As title states, whenever I try to open Task Manager it just will not open. I try doing Control + Alt + Del and opening it and from right clicking on the windows icon and clicking on Task Manager. Everytime I go to shutdown my PC or do a restart, it just stays on that constant circle. I am completely up to date on Windows updates as well as Optional updates. Firmware is up to date. Have already re-installed windows. I did a full scan of my computer to make sure I don't have any viruses.

Not sure what to do, any advice on where to get started would greatly be appreciated.
