No fee canadian online bank working with Wise & having Concordia as a payee

Hello,

I am trying to find a Canadian online bank with no branch, no card, no fees from which I can do 2 things for sure:

- use Wise to transfer money from USA checking account to that Canadian checking account

- use that Canadian checking account to pay directly Concordia university via BillPay (i.e. having Concordia as a payee)

Any suggestions? Anybody doing this, what bank do they use?

I thought at first tangerine would do but it looks like Wise does not work anymore with tangerine from what I read.
