Where do our property taxes go?

For the amount of county income generated by property taxes (especially after the market increase in recent years), I wonder: how is the county's tax revenue spent? Miami-Dade county doesn't have great public schools, transit, or social programs. I currently live in a large blue city and state up north (but own property in Miami-Dade county). Property taxes are much lower, but public transit is amazing, public schools are very good, and there's tons of programs to help low-income and immigrant communities. What's going on in Miami-Dade County?
