Am I being led on/toyed with?

I’m just very confused as to what this guy’s game plan is if not. Basically we used to mess around a while ago and bumped into each other again a couple of months ago. The first time we had a very short but normal conversation (hi, how are you) since we both had places to be, he ended up texting me afterwards saying that we should talk more and I said we definitely should. After that, was nothing from him. I let it go until I saw he got a great new job so I texted him congrats and as part of his response, said he was wondering if I’d like to speak. Once again, I said yes. And once again it’s complete radio silence. Texted me again like 3 days later not acknowledging that but instead just said a congrats party was gonna be thrown soon (ig his way of inviting me idk)

Should I even think about going since he did mention it or get the hint that he doesn’t actually want to see?
