DV lottery Country of Eligibility

I was born in Kuwait, but I never held the Kuwaiti nationality as my parents were expatriates.

I held the Pakistani citizenship up until 2018. I moved to Sri Lanka in 2013 and currently hold the Sri Lankan citizenship.

In the Diversity Visa application, I am required to enter the:

1. City of birth - Kuwait City
2. Country of birth - Kuwait
3. Country of eligibility - this is what I have the issue is

The instructions say the following:

“Your country eligibility will normally be the same as your country of birth. Your country of eligibility is not related to where you live or your nationality if it is different from your country of birth. If you were if born in a country that is not eligible. Please review the frequently asked question to see if there are another way you may be eligible.”

It maybe be obvious that the answer is “Kuwait” but I am skeptical because I never held the Kuwaiti citizenship and also I have held Pakistani citizenship and currently hold Sri Lankan. So which one will it be?
