Privacy for wet shade?

Zone 7a. I have a 3 ft x 25 ft strip by my carport and side fence that is generally damp and half gets flooded when it rains too much. Each end is partial shade, and the middle is full shade.

What shrubs could I plant there that would tolerate that much shade and moisture? I want something that can provide some privacy (neighbors on that side have a fence that is falling down, and my fence is chain link). Evergreen would be nice, but I know it may be a tall order.
