Is there a reason why Collapsibles A & B weren’t gotten off the roof earlier in the night?

I know that they couldn’t actually be launched until other boats were gone so that there were falls/davits available. And one hand, I can see why the officers would prioritize quickly launching the lifeboats that were already readied.

But would there have been value in getting them down from the roof of the officers quarters earlier in the night when there were more deck crew available? So they would have been ready to go once there was space to launch?

Or would having A and B sitting on the deck interfere with the launching of the other boats? Maybe I’m overestimating the amount of deck space…
