How to organise my NPCs

So im currently worldbuilding, and want to get started on making the NPCs but dont know the best way to organise the notes. Id prefer pencil and paper ideas over digital, but if there are any simple digital ideas that would help too.

I feel like putting them in a notebook will be difficult to use when multiple npcs are in a scene.

What else do people use?
