Moonicipal v0.2.0 - adds support for tasks libraries to allow code reuse across projects

Moonicipal is a tasks runner plugin where the tasks are simple Lua functions defined inside a file in the project directory. This allows more flexibility than other task runner plugins that use a central configuration for the tasks and only load a settings file (usually JSON) from the project directory. But the central configuration approach does have its advantages, so in this version Moonicipal adds its own mechanism for central configuration - tasks libraries.
