Feature/Fix: Voice Chat Mute Toggle

Right now the voice chat "toggle" during multiplayer isn't.

All it does is mute every individual player instead of setting the game voice chat to Mute/0, and worse more, it doesn't un-mute any one when you hit it again.

This is silly as I would like to be able to turn voice chat back on after the run while we are waiting between stages/in the lobby.
