GPA Evaluation

Hey people! Really quick question. I’m an international student. How do I go about deciding whether a school is or isn’t a reach? My school certainly doesn’t use a 4.0 scale or have honors/APs. My country’s GPA is out of 20 and 17 is about the highest you can get, and you certainly don’t pick your classes.
