Should we be able to scale Colleges, Police Headquarters, and other important public institutions?

My university takes up an insane amount of room in comparison to other buildings like the offices or skyscrapers. Just seems like there are scaling issues with all the important buildings. Anyone else feel this way? Or am I just being too critical?
