Are the flowers in the carts with the “shares” sign free?

I’ve never seen this before (maybe didn’t notice?) at TJ’s…but today in the carts area (so not in the flower displays) was a bunch of somewhat damaged looking flowers thrown into about two carts and a handwritten cardboard sign that said “shares”. Does that mean they are free? We were on our way out and didn’t get a chance to ask the crew…. I noticed some had strikes through their barcodes but some didn’t! Thanks!!
