Missing Quest In Ruined Historic Site?

Hi, i know it's a low level map compared to File, where the game now sends you by default after tutorial, but i wanted to do the old quest route anyway, although i've noticed there's some inconsistency with some of the NPCs there, more specifically about Impmon.

Not sure if it's just bugged, or the game chooses a random route of quests for you to do, but i've gotten up to that map with many Tamers (in same account, ofc) and i saw not always does he give me his own quests, did with some yes and most others no, even though i literally did the same questline with all of them.

Does anyone know why that happens? I'm missing anything that triggers Impmon's questline or the game just randomly decides i don't gotta do them? Like i don't know, having the starter out in the map so he gives them out, or a certain level cap.

Any information about it will be quite appreciated, thanks beforehand. ;)
