A question about troop deployment

Wouldn’t deploying Skybreakers be beneficial over heavenly ones in Urithiru?

This is a question that I had while reading this particular line of thought from Dalinar

“He opened the perpendicularity as the Windrunners approached for more Stormlight. He managed to open it only a sliver, renewing those nearby, but preventing the Skybreakers from partaking. They retreated; Skybreakers couldn’t match Windrunners who were being constantly renewed, and were usually deployed on battlefields where Dalinar was not present.”

Why the exception now, given the obvious military advantage, it might be to feint the overimportance of taravangians betryal, but as an overall strategy wouldn't urithiru deployment be better?

Wouldn’t it also help Odiums cause if Nale and his Skybreakers were actually in the tower? Afterall they are the only order that didn’t break their oaths during recreance and Nale seems saner than other heralds as well(not really but kind of knowledgably insane). Could possibly help raboniel with information about the tower and speed up the corruption?

If not the people, at the very least couldn’t the highspren(they weren't genocided and spren tend to consider the time from recreance as not that long ago)remember and help her achieve the objective or have made some difference?
