HLR vs Supplemental

VA Disability Claims :claim:

I am asking the Hive Collective because I have received conflicting information from my local VERA people. I am an employee of a certain agency and have pretty ready access to them, but they both Gove me different answers. So please opine as to my most option.

I claimed migraines and was denied because I had no idea what I was doing. Submitted a supplemental claim and got a recorde review c&p and was denied because I still had not learned what I needed to do. Submitted a new claim for headaches secondary to PTSD and the claim was denied for being on the wrong form (thought new claim because it was the first time I claimed it secondary to PTSD) even though the examiner said they were more than likely SC. So I submitted another supplemental claim for headaches and that was denied because the rater didn't fully examine my record and found a plausible reason for the headaches (but it isn't the reason why I get them). One VERA person said I should submit a HLR because there is conflicting information, but the other one said It would be better off countering with supplemental information. What do y'all think? I could probably get my neurologist to complete a DBQ, but I don't know how long it would take to get that appointment.
