Random cables sticking out of my walls

First time home owner. The last owner was a super old couple and there are a ton of these random cables sticking out of the wall, which im pretty sure is for cable or something. How can i make them disappear? Can i literally just snip them then seal up the hole? Or do I have to do something more safe so ther isn’t exposed wire hidden in the wall. Sorry for the super basic question.
