Endpoint bounces around different GEOs

I am trying to figure out how to get a more static region for Express_VPN, I point the express_VPN to the west US endpoint however it will bounce between Virginia and Canada sometimes kicking off of streaming services saying I am not allowed to watch this in this country. Is there a way to get a more reliable connection to a region?
