hello......quick question about using sick time at work.......

to start off i'm in virginia (unfortunately). anyways i took today off to take care of my mom who wasn't feeling well and alerted my manager of such before work started and also that i would be taking her to urgent care (we wound up not going because my mom insisted that it wasn't that serious). i get a text about 2 hours and 45 minutes later from my manager saying that i couldn't use my sick time and that i had to use the remainder of my vacation time which is only 7 hours as opposed to the 17 hours of sick time I have left and also requested a doctors note. is this legal...? and also how should i go about handling this......i like my manager and somewhat tolerate my job so i don't want to leave just yet/cause any hard feelings about the situation. ☹️ any advice is greatly appreciated 🙇‍♀️ thank you for taking the time to read this.
