Is 61mm a big ring size for a woman?

I measured my ring size various times at home and my boyfriend who’s speaking with a jeweler says size 9 is big for a woman. I’m 5’10 and 115lbs for reference. Now I’m wondering if I measured correctly?? I used the string method and wrapped a tape measure around my finger for good measure. Hm.
