Bike stolen

NETHERLANDS/AMSTERDAM If the bike of a condo occupant is stoled by third parties from the bike shed/garage of the condo, is the building/condo legally liable and therefore obliged to compensate the occupant for the theft/damage? Mind that the shed can only be entered with a key, provided by the landlord. Also, the door of the shed was broken at the time of the theft.

What is the law in this case? And where should the occupant go for legal advice on a matter like such?
