Can i travel if my sponsor (my dad) has fines and is unable to travel?

Ive been planning a trip with my sister and in two days im planning to book the tickets and ive been told that if my sponsor (my dad) has unpaid fees that i would be unable to go anywhere aswell. Is this true?
