Guy in my league can't pick up anyone

A guy in my league was unable to pick up anyone off of waivers and still can not pick anyone up. I saw this morning when I was looking at waivers ESPN said he had to many players for his waiver pickup. I just assumed he had to many of one position and hit our league max. Come to find out he can not pick anybody up. Not even a kicker. Max roster size is 16 and he only has 14 players on his team. The error he is getting just says to many players, not a specific position. I double checked his IR to see if someone is eligible to be moved off and he only has Achane on it. I went in as the LM to manually put a kicker on his team and even I was getting the error of to many players.

Just looking for some help with this especially considering he was unable to get any of his waiver wire pickups. I am also looking for suggestions on what I can do to keep it fair considering he was priority 4 out of 10.
