Question about Asus dual 3060 Ti V2

I bought the card because everyone on the internet said it's reasonably quiet, but that wasn't the case for me as the card can get very loud during gaming.. not only that, but the fans keep going up and down creating a "frequency like" noise which is maddening.. Curious to know what other people experiences are with this particular card, and possible solutions?

PS: i tried undervolting and creating a bunch of fan curves but nothing worked! and my case has good airflow.
