expo-dev-menu build error: cannot find type 'Manifest' in scope

is the expo-dev-menu supported out of box or only with EAS build? The documentation is slim, so I ran a dev build on EAS assuming it's needed. Ran: eas build --profile development --platform ios which failed during fastlane:
