Does giving middle finger the Moroccan way is the same as the European way?

I noticed people giving middle finger differently in Morocco. Instead of rising the middle and holding all fingers together, they lower the middle finger and keep other fingers wide.

Does it mean the same thing? if not, what does it mean?
