Apartment building with broken elevator

The only elevator in my apartment building has been out of service for about two months. What are the tenant rights regarding this? There is at least one person I know of in the building with limited mobility. It seems like a working elevator should be mandatory in a multi-story apartment if it was working when the lease was signed.

Anyone else had to deal with something like this? Who can I contact at the city? The building is in LA proper.
