Upgrading my GPU

Looking to upgrade my gpu and am wondering if anyone knows how bad the bottleneck would be with pairing a 4070 with a i7-9700k gen 3 pcie and ddr4-3000mhz. One thing i find says 5-10% another says 45-50% and i want to know if anyone can tell me which is closer to what the bottleneck would be.
