Reply To Hidden in Weird UI Choice - Any Way to Fix?

I'm not sure who thought this was a good idea but why is Reply To hidden behind a fold when there is clearly room for it on the toolbar? I know more options are available now but this has been bugging me for years!

Does anybody know if there is a way to make Reply To always visible via Config Editor or userChrome.css?

Thank-you for taking the time!
