Question about the teams command and PvP (and command blocks)

Is it possible to set up these commands in a way that I create two teams, Team A and team B, where:

• People within Team A can PvP damage other players within Team A but unable to damage Team B
• People within Team B can PvP damage other players within team B but unable to damage Team A

Basically our server has an issue where some people want to PvP and some people don't want to PvP, but nobody wants to disable player to player damage either because it removes interactivity.

A few people in the PvPers don't fully respect the non-PvP players' desire not to PvP so basically trying to find a solution that works for everyone.

Sidenote we're all good friends and nobody is problematic, just trying to find a fair solution to this thing. We're using a modpack and wouldn't want to mess with additional mods or plugins, so if it's not doable with commands (or command blocks) it's not doable sadly
