Hit registration

I know I am not crazy, just checking with the group but, I noticed whenever I am shooting someone who has been hit with the new legends shield tactical, there is zero hit detection at all. I get no hit markers or vibration on shots, nothing. No damage markers either. Is this a bug or supposed to happen? Literally breaks the character.
