How to get my dogs to stop fighting each other?

My younger female dog is very aggressive and alpha with my older male dog. My male dog has anxiety so that doesn't help. We had the male dog 1st. She's already bit him in the neck. She tends to get aggressive around food and snacks so I do my best to separate them. She doesn't really let him near me that often. She is 3 and he is 6. Different breeds. I think they both egg each other on. They can play together. My female dog is also not good with toddlers and strangers. I just don't want my dogs to kill each other or bit someone.
