Open app in multitasking pop-up window?

I'm setting up a work reminder system. I get SMS as part of ny job and I'm having it open Obsidian to remind me of specific tasks related to these notifications I may otherwise forget.

However, I'd prefer if I could make Obsidian open in a pop up window/multitasking. Is there anyway to do this? I'm not actually sure if these floating windows are related to Samsung's version of Android or Android as a whole.
