Are all Golden Children a product of a narcissistic parent or a product of something else? What is your experience?

Is the Golden Child a product of a Narcissistic parent or can they be formed from bad parenting? My BIL is probably the worst person I have ever met in my life and my In-Laws defend his behaviour, though I don’t think that they themselves are Narcs.
