Which one should I teach Sky Attack using my Elite TM?

Shadow Moltres already has frustration removed, so they both currently have Overheat. I have 3 Elite charged TMs left iv only used one before and I think it was on my GL Swampert. I don't want to do both but I could use a strong flying type raid Pokemon, so which one should I do?
