Could whitelighters breed with each other and just create a race of whitelighters not under the elders control?

Apparently they can reproduce with their charges and make half whitelighters who are pretty much just living mortal versions of whitelighters who can use their powers in ways that regular whitelighters can't like for combat. Sooo could whitelighters start their own pure race of whitelighters between themselves and would these new born whitelighters still be under all the same rules and regulations set by the elders? or would they be more like the half mortal/ witch whitelighters?
