Is it normal for Uni to get worse

Feel like I'm in a rut with university, I had a really good first year but after starting second year everything feels like it's gotten worse, in between weird drama with housing and flat mates to being behind on work, don't really like the city I'm in, being here makes me feel so miserable I think l'm going to try to transfer (I don't know where to start with that though, if anyone could point me in the right direction)
