Is something missing from my fire place damper

This is first time building a fire in the new house.

I had the fire place inspected and repaired.

I opened the flue, and it was kinda of stiff.

After the fire burned out, I went to close it - and zero tension.

It's wedge shut now, which doesn't seem ideal, but here we are.
