Was Jim Ward supposed to be in rift apart and got Qwark's voice changed last minute. Or was Scott Whyte planned to be in the game from the start?

I've heard that Jim's lines were re-recorded by Scott Whyte because of his unfortunate condition. But I don't know how true that is or if Scott was always going to voice Qwark in RA.
