Why aren’t the demons scarier?

After watching a bit of Viv’s work, my biggest critique is that hell doesn’t feel like Hell at all. The demons aren’t scary, they feel like tumblr OC’s moreso than terrifying abominations.

Hell itself is just a series of normal looking cities with no sense of horror put into the design.

Why is this Hell so bland and non-scary??
