I purchased an xfx 6950 xt black edition new but received it as used Tech Support

So I purchased this 6950XT from Amazon and it was shipped and sold by Amazon as new but I received it used as you can see in the pictures. The booklets that come in the box were missing, the little circle sticker that sealed the box was peeled up and the tape on the antistatic bag was removed and replaced. After taxes, it was $632 But I don't know if I should make a complaint about it or if I should just deal with it and use it? it's very irritating I paid for one new and got one used when I could have paid for the used price instead
