Would you consider Sonic Frontiers a collectathon?

I've always considered Frontiers to fall into the collectathon subgenre, it's a large part of its appeal to me; but I wonder how others would respond to that claim, especially given how divisive the subgenre tends to be. Bonus question, do you believe that Sonic Team wanted to make one from the beginning (or not long after)?
